No. Cybersecurity is one example domain, useful because evidence there is contested by default. The portable parts (mission definition, scope and authority, evidence ranking, contradiction testing, scenario comparison, and release logic) are not domain-specific.
See sector applicationsYes, and the constraints are usually different rather than lighter: thinner data, restricted funding conditions, and strong accountability to beneficiaries or readers. The framework is designed to make those gaps visible rather than hide them.
NGO and research sectorsNo. It produces advisory output with stated assumptions and named unresolved items. Accountability, authority, and the decision itself stay with people.
What it is notWhatever your domain already produces: documents, datasets, reports, interviews, telemetry. What matters is that each source is registered with its provenance and assessed for fitness against the specific question.
Evidence disciplineIncomplete evidence is the normal case. The framework is designed to fail closed: weak support should produce a constrained, escalated, or blocked output rather than a confidently worded recommendation.
What fail closed meansIt can support structured reasoning in regulated settings, but it does not satisfy regulatory obligations and produces no clinical, legal, or financial advice. Regulatory duties override framework output in every case.
